The arrival of the pandemic changed the world in so many ways. It impacted people's lives in terms of physical health, mental health, financial health, and other quality of life issues. It's difficult to say which of the impacts have been hardest. The extended unemployment programs, paycheck protection programs, and eviction moratoriums have served to at least cope with the financial strains inflicted by the pandemic.

In addition to moratoriums on evictions, there have also been rent assistance programs aimed at keeping people in their homes. Many COVID relief programs out there were are funded by the federal government. But some are administered by states, which means that relief programs can differ by state or region. Another feature is that they can change over time, based on funding.

The basic idea behind all the programs, regardless of region, is to provide relief. This means relief to landlords struggling with mortagages, and relief to tenants struggling to pay rent. The aim is to keep people in their homes and prevent evictions. The Consolidated Appropriations Act 2021, was passed by Congress last year and it provided $25 billion to establish the Rental Assistance Program.
